Co-creating the future of transport in Oslo with Ruter

Ruter is the public transport administrator in Oslo and the surrounding region, responsible for half of Norway’s total public transport. Ruter’s diverse ecosystem, from stakeholders to infrastructure, poses challenges in aligning goals for a sustainable, user-focused transport future. Understanding interdependent systems and future-proofing decisions requires a shared vision and detailed insights into user needs.

Since 2020, we have worked with Ruter to understand stakeholder dynamics, shape future-focused perspectives, and co-create solutions. Through design methodologies, we mapped operational complexities and engaged over 200 stakeholders in workshops to foster collaboration.

Our work centered on critical assets and infrastructure, such as buses and depots. We mapped the complexity of interdependent operations and diverse user needs. Combining this with signals of technical opportunities in the near and far future, we distilled it into functional guides, enabling Ruter to move from strategy to action.

We delivered experience guides, aligning processes with social, economic, and environmental goals. This process enabled Ruter to streamline their decision-making and future-proof their infrastructure planning.

The collaboration has catalyzed actionable progress: Due to its forward-leaning approach, driven by design and innovation, Ruter is close to making Oslo’s public transport network emission-free – years before the initial target.
